You reach this screen from the Content Areas Editor by double-clicking on a content area or selecting a content area and clicking the Phrases button. You then check the phrases to include for that content area. Additionally, you can set the Display Order to control the order in which the phrase appears within content area. The content area itself is shown above the grid (Hotspot in the editor capture below).
